What this flag means: Utah County gives a property-tax break for an owner-occupied primary residence, and the assessor’s parcel record stores it as PRIMARY_RES. Y = the owner claims the residential exemption (owner-occupied). N = a housing parcel with no exemption claimed — typically a rental, second home, or investor-owned property. Treat it as a strong signal, not proof: some eligible owners never file, so the N bucket can slightly overstate rentals.

Scope of this test build: housing-shaped parcels only — commercial, vacant, and agricultural parcels are excluded, and each record must have an address, an owner name on file, 400–15,000 sqft of building, and a market value ≥ $150k. These are data-hygiene rules, not product filters; the exemption flag is the only filter under test.

Known limitation (being honest): PROP_CLASS is a coarse county roll-up — most non-owner-occupied housing is labeled Unknown, and a minority of non-residential parcels (retail on main roads, farm outbuildings with an address) land in that same bucket. Expect occasional commercial addresses in results; Utah County's authoritative use-code is only in their access-controlled service. This is data hygiene we'll improve, not a filter under test.
